How the Provincial Nominee Program Works

The PNP allows Canada's provinces and territories to nominate individuals who want to become permanent residents and contribute to their local economy. Each of Canada's 10 provinces and 2 territories (except Quebec and Nunavut) has its own program with streams tailored to regional labour market needs.

The process has two stages: first, you receive a nomination from the province or territory; then you apply to the federal government for permanent residence. Provinces set their own eligibility criteria and nomination quotas each year based on economic needs.

There are two application routes: through Express Entry (receiving 600 bonus CRS points upon nomination, significantly improving invitation chances) or through the non-Express Entry process, applying directly to the province and then for permanent residence. Express Entry processing is typically around 7 months; non-Express Entry is around 13 months.

Major programs include Ontario Immigrant Nominee Program (OINP), British Columbia Provincial Nominee Program (BC PNP), Alberta Advantage Immigration Program (AAIP), Saskatchewan Immigrant Nominee Program (SINP), Manitoba Provincial Nominee Program (MPNP), and programs in New Brunswick, Nova Scotia, Newfoundland and Labrador, Prince Edward Island, Northwest Territories, and Yukon. Quebec and Nunavut have separate arrangements.
